A resurgent Romania has finally begun to turn the page after its fledgling rebate system was hamstrung by years of mismanagement. Bulgaria is rising fast, as is Slovakia, whose proximity to Prague and Budapest has bolstered its status as a de facto backlot for those two boomtowns. Across Central and Eastern Europe, spirits are high.<\/p>\n<p>\n\t\u201cGlobal content is shrinking. It\u2019s not shrinking in this region,\u201d says David Minkowski,\u00a0head of production at leading production services outfit\u00a0Stillking.<\/p>\n<p>\n\tWhat\u2019s driving the surge comes down to a range of factors, among them a portfolio of varied landscapes and cities that have historically excelled when it comes to reproducing Old World charm. But in the age of Hollywood cost-cutting, Minkowski sums it up best with what he describes as a \u201ctrifecta\u201d of regional attractions: \u201cgood incentives, super-competitive labor rates and really developed infrastructure\u201d with a legacy that dates back to the earliest days of moviemaking.\u00a0<\/p>\n<p>\n\tIn some ways, the world of cinema is coming full circle. It was\u00a0Hungarian immigrants, after all, such as Paramount Pictures founder Adolph Zukor, and William Fox, who launched the studio that bears his name, who helped to lay the foundation of modern Hollywood.\u00a0Today there\u2019s far more traffic flowing in the opposite direction to a country that boasts the second-largest production hub in Europe, after the U.K.\u00a0<\/p>\n<p>\n\tAfter an uncharacteristic downturn in the second half of 2025, Budapest is buzzing again, with\u00a0Sony TriStar\u2019s \u201cThe Nightingale,\u201d starring Dakota and Elle Fanning, HBO prequel series \u201cDune: Prophecy\u201d \u2014 following last year\u2019s \u201cDune 3\u201d shoot \u2014 and Lionsgate\u2019s John Wick spinoff \u201cCaine\u201d among the productions to recently film in the Hungarian capital.\u00a0<\/p>\n<p>\n\tConfidence has surged since the landslide April defeat of strongman Viktor\u00a0Orb\u00e1n, with incoming PM P\u00e9ter Magyar promising wholesale reforms to ensure the stability and competitiveness of Hungary\u2019s 30% incentive scheme. Adam Goodman, managing partner of Mid Atlantic Films, which recently wrapped production on Ron Howard\u2019s \u201cAlone at Dawn\u201d for Amazon MGM, insists such measures will \u201cgive our clients the confidence they need to keep coming\u201d back to Budapest.<\/p>\n<p>\n\tMeanwhile, in Prague, \u201cdemand is stronger than ever,\u201d according to Minkowski, with the city recently playing host to\u00a0Martin Scorsese\u2019s \u201cWhat Happens at Night,\u201d starring\u00a0Leonardo DiCaprio and Jennifer Lawrence,\u00a0Netflix\u2019s period drama \u201cThe Age of Innocence\u201d and Sony\u2019s \u201cResident Evil.\u201d The surge is\u00a0thanks in part to a new audiovisual law launched last year that upped the Czech production rebate to 25%, while introducing new measures that would \u201ctake us into the future,\u201d according to Minkowski.<\/p>\n<p>\n\tFor its part, the industry is also trying to future-proof itself: Prague\u2019s historic Barrandov Studios, which celebrates its 95th anniversary this year, will unveil two new soundstages this July, with Barrandov CEO Petr\u00a0Tich\u00fd\u00a0saying the expansion \u201cmake[s] perfect sense\u201d to keep pace with strong demand. How many productions can one city or country handle?\u201d he says. \u201cWhat we\u2019ve seen time and again is it always exceeds expectations. The infrastructure grows to meet the demand. When you think you\u2019ve reached [capacity], it can grow again.\u201d<\/p>\n<p>\n\tOf course, that growth can come with unintended consequences. For Poland, which launched its own 30% cash rebate program in 2019, the incentive scheme has proven so popular that the funds allocated for its annual budget are typically exhausted mere hours after the online application portal opens.\u00a0Krzysztof Solek, of Film Poland, who serviced the limited series \u201cParallel Me\u201d for Gaumont and Paramount+, insists interest remains \u201chuge\u201d from foreign productions \u2014 among them Henry Cavill\u2019s recently wrapped \u201cHighlander\u201d reboot for Amazon MGM \u2014\u00a0but producers \u201ccan\u2019t make a reliable financing plan\u201d without a functioning incentive program.\u00a0<\/p>\n<p>\n\tOscar-winning producer Ewa\u00a0Puszczy\u0144ska\u00a0(\u201cIda,\u201d \u201cFatherland\u201d) admits the rebate woes have been \u201cdisappointing\u201d and \u201cdiscouraging.\u201d Yet industry groups are rallying for reforms, lobbying the government to introduce a parallel tax incentive scheme \u2014 a move that Puszczy\u0144ska says \u201ccan be more attractive for bigger productions\u201d \u2014 along with a second annual call to relieve the pressure on the January application window. \u201cThey are trying to implement new models,\u201d says\u00a0Puszczy\u0144ska, adding that talks between the government and industry stakeholders are \u201creally developed\u201d and moving in a hopeful direction.<\/p>\n<p>\n\tNeighboring Slovakia is one country whose fortunes are rising, with a 33% cash rebate \u2014 which can be applied to both above- and below-the-line talents \u2014 that\u2019s lured productions including the Black Bear action adventure \u201cAfterburn,\u201d starring Dave Bautista and Samuel L. Jackson, and Apple and Skydance\u2019s live-action \u201cMatchbox\u201d feature, starring John Cena. Meanwhile, Romania is finally coming in from the cold after a three-year stretch that saw its cash rebate suspended due to a backlog of outstanding debts. Those debts have mostly been paid off,\u00a0though the cashback scheme was slashed from 35% to 30% to help the industry return to stable footing.<\/p>\n<p>\n\t\u201cObviously, the confidence and trust and reputation of the country and the companies were affected to a significant degree,\u201d says Bogdan Moncea, head of production at Bucharest-based Castel Film Studios, which hosted Prime Video\u2019s historical drama miniseries \u201cThe Gray House.\u201d Though business has been slow to return to the levels that saw productions like Netflix\u2019s \u201cWednesday\u201d and Sky Studios and Canal Plus\u2019 \u201cDjango\u201d setting up shop in Romania, Moncea says he\u2019s fielding far more calls than in recent years. With all signs pointing toward an extension of the rebate program later this year, \u201cI hope people will start coming back \u2026 and the trust will be rebuilt,\u201d he says.<\/p>\n<p>\n\tConfidence certainly isn\u2019t flagging in Bulgaria since the launch of its 25% cash rebate in 2022, luring productions including Disney+\u2019s \u201cYoung Woman and the Sea,\u201d starring Daisy Ridley, and Oliver Stone\u2019s \u201cWhite Lies,\u201d starring Josh Hartnett, which just wrapped shooting at Nu Boyana Film Studios. \u201cA lot of big names are coming our way,\u201d says Nu Boyana CEO Yariv Lerner, who credits the \u201cefficiency of the National Film Center\u201d and newly appointed Minister of Culture Evtim Miloshev, a former film producer who Lerner describes as \u201ca fantastic partner to the film business.\u201d Meanwhile, the Bulgarian government\u2019s decision to lift its per-project cap from \u20ac1 million to \u20ac5 million ($1.2 million to $5.8 million) could be a potential \u201cgamechanger\u201d for bringing big-budget productions to the country, according to Minkowski.<\/p>\n<p>\n\tThat move underscores the reality facing the countries of Central and Eastern Europe: As studio execs look to squeeze ever more value from their production spend and competition for international productions heats up, governments and industry stakeholders need to be aligned to make sure every available enticement is on the table.<\/p>\n<p>\n\t\u201cIt\u2019s a balance,\u201d says Minkowski. \u201cThe toughest part of the equation is keeping up on the incentive and government support side of things. Making sure, as the growth happens in this business \u2026 that the government is adapting alongside us.
